Clarence E. Proper “Skip”, 78, passed away peacefully on July 6, 2026 at home surrounded by those he loved. He was born on December 1, 1947 in Hudson to the late Raymond “Gubby” and Eleanor (Felpel) Proper. Skip was a lifelong resident of Philmont. In 1966, he graduated from Ockawamick High School and went on to attend Albany Business College. He then went to work for Harders Express until their closing. At which time he began his career with the Columbia County Sheriff’s Department corrections division. Where he rose to the rank of sergeant.
Skip’s other interests encompassed music, the great outdoors and his pets. He became a professional drummer while still in high school. Earning the nickname “Sticks”. He played locally with many dance bands and later with the Ghent Band.
Skip was also an avid sportsman. He was a life member of the Philmont Rod & Gun Club and the Hudson Fish & Game Club where he spent many years teaching hunters safety instruction and pistol courses. Motorcycle riding was another of his favorite pastimes as was enjoying the company of his beloved pets.
Skip is survived by his partner of 40 years, Barbara Haywood and his children, Darcy Proper and her husband Ronald Prent, Pamela Proper and Randy Proper. His grandson, Liam Prent. In addition to several nieces, nephews, great nieces & nephews and cousins.
He was predeceased by his parents and his sister Ruby Miller.
Family and friends are invited to share memories and offer condolences on Tuesday, July 14 starting at 10:00 AM from French, Gifford, Preiter & Blasl Funeral Home, 25 Railroad Avenue, Chatham. Where a funeral service will be held at Noon. Inurnment will take place privately at Mellenville Union Cemetery.
